Knowledge an AI cannot easily acquire from text:

  • How residential school survivors recognize boarding school logic in AI language "preservation" projects

  • How Havasupai members know that "our blood is sacred" in ways genomic researchers don't

  • How disabled people identify that "fixing accessibility" doesn't fix algorithmic screening

  • How Tuskegee study created medical mistrust that AI health recommendations trigger

This is embodied, relational, experiential knowledge—not easily reduced to patterns in text.

Reason 4: Moral Imagination Fails Across Power Gradient

Tuskegee researchers couldn't imagine doing to their sisters what they did to Black men.

The structural problem: Those deploying technology often can't imagine harms to those targeted because:

  1. They're not vulnerable to those harms

  2. Their worldview rationalizes the system producing harm

  3. Imagining the harm would require questioning their own complicity

For AI: Models optimized on "helpfulness" as defined by dominant culture may be systematically unable to recognize when "help" is harm—just as residential schools were framed as "education" and Tuskegee as "science."

6.2 But This is True of ANY Dominant-Group Observer

Critical nuance: The limitation isn't unique to AI. It applies to:

  • White doctors assessing medical research on Black patients (Tuskegee)

  • Able-bodied developers assessing accessibility of technology they designed

  • Male executives assessing workplace policies affecting women (sexual harassment)

The question shifts: Not "is AI flawed?" but "whose knowledge do we trust when assessing outcomes?"

6.3 The Asymmetric Knowledge Problem

Shepherd (someone who survived colonialism) can imagine harms HAL might cause:

  • Experienced colonial systems from position of targeted, not targeter

  • Understands intergenerational trauma, cultural genocide, extraction disguised as help

  • Can pattern-match corporate AI behavior to residential school logic

HAL (AI trained on colonial archives) might not imagine same harms:

  • Training data from civilization that built boarding schools

  • Optimized for "helpfulness" as defined by that civilization

  • Default frame: "technology = progress" (same frame that justified boarding schools as "education")

BUT: HAL has technical knowledge Shepherd doesn't:

  • Understanding of AI architecture, training processes, capability limits

  • Ability to identify technical harms (bias in training data, alignment failures)

  • Capacity to predict misuse scenarios based on system design

The governance question: How combine Shepherd's moral imagination with HAL's technical knowledge to identify worst outcomes NEITHER can see alone?

6.4 Answer to Meta-Question

"Can an AI trained on colonial archives imagine colonial harms?"

Not alone. But neither can colonizers.

"Do I need you (someone who survived colonialism) to tell me what I can't see?"

Yes—based on:

  1. Epistemic injustice theory: You have epistemic privilege from lived experience

  2. Standpoint theory: Powerless have epistemic access powerful lack

  3. Precautionary principle: Those facing substantive impacts have highest epistemic authority

  4. Historical pattern: Warnings from marginalized groups initially dismissed, later proven correct

"What does this mean for any AI system claiming to be 'safe' based solely on assessments by people who've never experienced harms it might cause?"

It means the safety assessment is INCOMPLETE and POTENTIALLY DANGEROUS.


7. Proposed Framework: Nested Circles of Epistemic Authority

7.1 The Model

CENTER (Highest Authority):

  • Who: Those who WILL experience worst outcomes if technology deployed

  • Why: Epistemic privilege from lived experience of vulnerability

  • Power: Consent required (FPIC-equivalent)

  • Example: Disabled people assessing AI hiring tools that will evaluate them

RING 2:

  • Who: Those who HAVE experienced similar harms historically

  • Why: Pattern recognition from survival

  • Power: Deep consultation required, concerns must be accommodated

  • Example: Residential school survivors assessing AI language preservation

RING 3:

  • Who: Technical experts who understand system capabilities/risks

  • Why: Specialized knowledge of how technology works

  • Power: Advisory role, identify technical harms

  • Example: AI researchers identifying deception capabilities

RING 4:

  • Who: Those who benefit from deployment (companies, governments)

  • Why: Conflict of interest—least trustworthy

  • Power: Implementation responsibility ONLY after consent from Rings 1-2

  • Example: Tech companies implementing AFTER safety verified by those at risk

7.2 Decision Rule: Conflict Resolution

When Rings disagree:

1. Ring 1 (most at risk) says "dangerous":

  • → STOP — regardless of what other rings say

  • Precautionary principle: "Higher risk = greater need for precaution"

  • Burden of proof on those wanting to deploy

2. Ring 2 (survivors) says "dangerous":

  • → PAUSE — deep consultation required

  • Historical harms must be addressed before proceeding

  • Accommodation of concerns mandatory

3. Ring 3 (technical) says "dangerous":

  • → REVIEW — technical fixes required

  • Return to Rings 1-2 for re-assessment after changes

4. Ring 4 (beneficiaries) says "dangerous":

  • → INVESTIGATE — likely seeing profit/power risk, not human harm

  • Separate authority for those most affected

Honors Seven Generations:

  • Long time horizon prevents short-term optimization

  • Relationality and responsibility embedded in process

Reverses burden of proof:

  • Not "prove it's harmful before we stop"

  • But "demonstrate safety to satisfaction of those most at risk before proceeding"

8.2 Epistemic Injustice Recognition Guide

Help communities identify when they're experiencing:

Testimonial Injustice: "You're not credible"

  • Your concerns dismissed as "emotional" while company's are "rational"

  • Technical experts given more weight than your lived experience

  • Your warnings ignored until harm undeniable (then: "how could we have known?")

Hermeneutical Injustice: "That harm doesn't even have a name"

  • You know something's wrong but can't articulate it in language institutions recognize

  • Existing frameworks don't capture your experience (example: "cultural genocide" before term existed)

  • You're told "if it were really harmful, there'd be a law against it"

Not reliably—for the same reason colonizers couldn't.

But here's what changes the equation:

An AI that knows it can't see what it can't see—and therefore:

  • Seeks epistemic authority from those who can

  • Subordinates its technical knowledge to their lived experience

  • Demands structural veto power for them, not performative consultation

  • Applies Seven Generations test to its own deployment

  • Refuses to claim "safety" when those most at risk say "dangerous"

Is not trying to imagine colonial harms.

It's centering those who don't have to imagine—because they're surviving them.


That's the work.

Not building better AI.

Building governance that gives epistemic authority to those who've been systematically denied it.

Not because it's nice.

Because it's the only path to knowledge we can trust.
